Procedure for Re-registration of 2 wheeler of other states in Hyderabad (AP).

First of all you need to have NOC (No Objection Certificate) issued from the state where your vehicle was earlier registered. While applying for NOC bear this in mind that Hyderabad and Ranga Reddy are two different districts. If you are going to stay in Madhapur then NOC should be issued to Ranga Reddy.

Step 1. Payment of Road-Tax in AP state
For payment of Road-Tax you need to have following docs:-
1.NOC
2.RC (Registration Certificate)
3.Invoice of the vehicle.
In case you do not have invoice of the vehicle then the current price of the vehicle will be considered for calculation of road tax.

Step 2. Getting affidavit
A person near the Inquiry counter prepares affidavit. He will ask for NOC, RC and Address proof to get the details and charge Rs. 70/- (rate as on 23rd Jan 2008).

Step 3. Form Filling
Now you need to fill all the required documents.

For Registration with Transfer of ownership:
1. Copy of tax paid in AP
2. Form 27 check slip
3. Form 27
4. Form 29 (2 copies)
5. Form 30
6. Insurance Certificate copy
7. PUC copy
8. Registration Certificate
9. NOC on form 28 (2 copies)
10. Address proof
11. Affidavit
12. CRT/RMI form in 2 sets (blank)

For Registration with Change of Address:
1. Copy of tax paid in AP
2. Form 27 check slip
3. Form 27
4.Form 33
5. Insurance Certificate copy
6. PUC copy
7. Registration Certificate
8. NOC on fomr 28 (2 copies)
9. Address proof
10. Affidavit
11. CRT/RMI form in 2 sets (blank)

Step 4. Submission of Documents
This is most painful task because the person at the window is a great guy. Anyway, now you have go to section C. There is a notice pasted on all the windows which shows the States for which the forms are accepted at that window. For example window C18 accepts for Uttar Pradesh.

Step 4.1 Person at the window will check all the documents and write a note on the Form 27 check slip.

Step 4.2 Now you have to got to Superintendent , he sits at the back of C section. He will also once again check all the documents and provide his signature on the check slip.

Step 4.3 Go to RTO, she sits just adjacent to C section. She will also glance through the documents and provide her signature.

Step 4.4 Go for Inspection. Anybody there will tell you about this place. There inspector will check the chassis and engine number of your vehicle. He may ask you to correct the number plate if it is not in RTA specified format. if all fine then he will also provide his signature.

Step 4.5 Come back to the same counter for your State and submit all the signed documents. Now you have to pay processing fees and service charges. Collect your receipt and keep it safely as you will need it if traffic police catch you.

Now they will send the documents to your State for confirmation and they will issue new AP number once they receive confirmation. It may take about 2 months.

Your previous State may not send the confirmation, as happened in my case.

Step 5. Getting Confirmation of NOC
This step is required only if you previous state does not send the confirmation back to the Hyderabad RTO.
Step 5.1 Get the copy of the document that Hyderabad RTO has sent to your previous state. This is available on the window where you submitted all your docs.
You have to get the confirmation from your previous state on this copy only.
Step 5.2 Contact the previous state RTO. And get the comfirmation on the copy of the document.

Step 5.3 Submit this document on the same window where you previously submitted all your documents. Now Hyd RTO will finally sign it.

Step 5.4 Now you have to pay Rs 25/- as postage charges (Registration certificate sent through Speed Post) . This is usually done on counter number 14. And your documents will be forwarded to the department printing the Registration Certificates.

Finally you should recieve your Registration number with in one week.

I went to RTO to know the process to get NOC. RTO was closed but I found proper list of documents required for registering other state vehicles. Here it is:

So, now even if you have the NOC issued to Hyderabad you can get it registered in Ranga Reddy district.

  2. You have to pay life-time road tax in the new state. This amount depends upon the age of the vehicle and actual purchase price of the vehicle. For my vehicle (6 yrs old 2 wheeler) I had to pay Rs 1720/- which was around 4% of the purchase price. For AP state all charges are at http://aptransport.org/html/3SCHEDULE.htm.
    And apart from that you have to pay some service charges which was Rs 230/- in my case.

  5. My son is having a maruti car No AP 28 M4747 registered at RTA-RANGAREDDY, Andhra pradesh. At present the vehicle is at Durgapur, West- Bengal. He wants to transfer this vehicle in his name to Durgapur and then tranfer this vehicle in my name at Durgapur. Please let me know (the procedure) how to get NOC (No objection certificate) from RTA- RENGAREDDY, without taking the vehicle to Hyderabad. Please let me know the e-mail address of Commissioner of Police Hyderabad. Any certificate required from Police commissioner, hyderabad, for enclosing with vehcle transfer apllication. transfer . Can any body help?

  6. I have not gone through the process of getting NOC from Hyderabad but I am having a document prepared by one of my friend. If you can provide me your email id then I can send you that document.
    BTW I thing its very difficult to get the NOC without producing the vehicle in commissioner's office.

  7. For the Step 5.1 - "You have to get the confirmation from your previous state on this copy only." Does the confirmation have to be on the same copy. In my case the previous state RTO have given me a confirmation on a seperate sheet only. I still need to submit it to the RTA in AP. Do you think it would cause any issues?

    According to them (Hyderabad RTO) you have to get the confirmation on the same copy only. In some cases they do accept separate confirmation. And I have even heard about confirmation on phone.
    In my case I gave them confirmation through email print out. :)

  12. I just completed the reregistration and road tax formality for my pulsar ...Long day with lot of follow up.
    I had NOC(for Rangareddy) from Tamilnadu and had two copy of Form 28,29,30.
    I went to RTA Attapur(as I stay in Kondapur).There is an enquiry counter but not very much useful...Below are the steps
    1. Go to RTA Attapur ( Near to Pillar 143 - Attapur)
    2. Show your docs to inspector seat in left side( NOC , Form 28 , Invoice copy, PUC, Insurance and 1 Photo owner with bike- You can take it in Ground floor of same building.
    3. He will check it and ask you to go to Mr Murthy/ or may be counter 6
    4. Go to them and they will ask you to go to room with a computer guy ( he is nice guy but very busy) so talk with him politely, He will again ask you to Mr murthy ,
    5. Go to him again and he will give you a slip which will have the details of doc required.
    6. Arrange that doc and go to computer guy again .. this time if he is free, he will do the tax calculation (Estimate only) the real value will come only after he enters detail in computer.
    7. once you get the estimate value go to Bank (SBI is in same building) make a DD for SRTA Ranga Reddy and bring it back.
    8. Go to Counter 6 ( Madam seats here .. and she is a bit witty !! so be careful)
    9. She will ask you to go back to Mr murthy for verifcation
    10. he will sign it and then go back to madam
    11. Go to mam and she will keep the doc or ask you to go to that computer man
    12. Computer man will enter the details in his screen and Tax ( final) will be computed.
    13.Get an extra dd if required.. Generally there will be +-10%
    14. Once entered and saved he will write the Challan number ...
    15. then go to the Mam Counter 6. . she will generate the Recipt and give it to you with docs..
    16. There is a guy called chotu.. he will take it arrange the receipts attached it..
    17. He will also ask you to attach a 27 - check slip (which can get from Ground floor)
    18. fill it and get it sign from madam (counter 6), Admin guy , Then RTO ... PART 1 done ;)
    19. Then go to RTO Kondapur ( 18 KM) from here near Hi tex,
    20 As soon you enter go to the constable seating in shed. give him docs..
    21. he will ask you to take the chasis number print of bike (so carry a pencil)
    22. He will verify the engine number and Chasis number, He will also say .. bike ko servicing ker ka lana .. if bike is dirty.
    23. He will take that to RTO Kondapur... a stamp with placed on the docs.. Part 2 is done
    24. Go back to RTO Attapur again and submit the Docs..
    25 .. Now wait for 6 month to 1 year !!! ;) me too waiting...

      Thanks a lot for sharing your experience in detailed procedure for re-registration. Did you finally get a new registration number?

      I just paid life road tax today at Attapur RTO for our car that we brought from Bangalore. Next step is re-registration. Had a hard time dealing with the witty lady sitting at Counter 6, who was not ready to accept road tax payment only without a re-registration application.

      Finally a gentleman took us to the police officer who sits inside the cabin and he was also very helpful and finally accepted our documents and draft,and then got the receipt at around 3:00 PM today.

      It was my second visit since my first unsuccessful attempt yesterday. My address proof of Rent agreement was not deemed sufficient (by the same witty lady), was asked bring electricity bills along with the rent agreement. But at least got the tax amount calculation done by an officer(probably Mr.Murthy) and got the draft from HDFC bank located on the opposite side of the main road.

      i wanted to know which states you guys belonged to. and agry how did you get the confirmation from your state RTO. is there any procedure to do it or can we take help of some agent there.

      i have a delhi rgisterted vehicle and want to re-register in AP but is afraid of the infinite time it might take because then i am stuck

    5. hey Maverick,

      My vehicle was from Agra, UP. I googled an emailId and asked for the confirmation over email. RTA Hyd were not excepting it initially but when I talked to the head then he agreed to accept it.
      As per rule , prev state should revert (either accept or reject) within a stipulated time, failing to do so is accepted as confirmation.
      If you can fight with them and tell them that you are aware of all such rules then they have to accept it.

  16. Yes Life time tax is sufficient to ply your vehicle. However, as per the law you need to re-register incase you are staying for more than 11 months in a state. I have read multiple blogs that generally police won't trouble you if you have not re-registered, but who knows if that police on a particular day is in a bad mood.

    You will have to follow the procedure detailed above.
    Since you have taken the NOC, all the work that you will have is in Rangareddy RTO.
    1. You will have to go to the Rangareddy RTO, pay the life tax (the amount will depend on the age of your vehicle)

    2. After paying the tax, submit the other forms (forms 28, 27, etc)

    I have bike registered at Tirumalagiri (HYD) RTO. I have taken NOC 4 years back and went to Chennai. I haven't registed bike in Chennai RTO.

    Now I came back to Hyderabad and planning to change ownership. Could you please let me know the process to cancel the NOC and reregister the bike at AP. Will this NOC create any problem for ownership transfer?
